~ The Maryland Department of Agriculture has recently announced the appointment of three new members to the Maryland Horse Industry Board. These members, Dr. Kathleen Anderson, Genevieve Macfarlane, and Carolyn Mackintosh, have been appointed by the Governor of Maryland to serve a four-year term.
According to Maryland Department of Agriculture Secretary Kevin Atticks, the Horse Industry Board plays a crucial role in strengthening the state's horse industry and recognizing the hard work and dedication of those involved. He congratulated the new members and expressed his excitement for their leadership.
The Maryland Horse Industry Board was established by the General Assembly in 1968 with the purpose of overseeing equine welfare and licensing public riding stables. In 1998, its mission expanded under the Maryland Department of Agriculture to include promoting the equine industry and fostering economic growth. Today, the board is responsible for licensing, inspecting, and regulating over 800 public riding and lesson stables while actively supporting all aspects of Maryland's equine sector. By state law, its 12 members represent diverse segments of the industry to ensure a well-rounded approach to its oversight and advocacy.

One of the new board members is Dr. Kathleen Anderson, who graduated from Western College of Veterinary Medicine in 1986 and has been practicing in the Mid-Atlantic region ever since. With a focus on Thoroughbred racehorses and elite equine athletes, Dr. Anderson brings nearly 40 years of experience to her role as Equine Medical Director for Fair Hill Training Center. She also served as Past President of the American Association of Equine Practitioners (AAEP) in 2016 and has held various volunteer leadership positions within the equine industry. Dr. Anderson's passion for horses extends beyond her professional life as she owns five horses, two wild corgis, and two barn cats.
Genevieve Macfarlane is another new member appointed to represent the general public. As a partner at the Law Offices of Stevens Palmer, LLC, located on Maryland's Eastern Shore, Macfarlane's legal practice includes real estate transactions, land use and zoning, and equine-related legal matters. Growing up riding in Maryland, she has a strong connection to the state's vibrant equine community. Macfarlane earned her undergraduate degree from Washington College and her Juris Doctor from the University of Maryland School of Law. She currently serves as President of the Queen Anne's County Bar Association and is a member of the Land Use Institute Committee for the Maryland State Bar Association. In addition to her legal career, Macfarlane is an avid foxhunter and a member of the Wicomico Hunt Club.

The third new member appointed to the board is Carolyn Mackintosh, representing the Horse Council. Mackintosh is the owner of Loch Moy Farm and organizer of various equestrian events such as the Maryland Horse Trials and USDF Dressage shows. She also hosts Bred to Event and unrecognized events that provide opportunities for horses and riders at all levels of equestrian sports. With a passion for fostering growth in Maryland's competitive equestrian scene, Mackintosh travels to international events to learn more about competitions and management. She also serves on the board of the Maryland Horse Council.
The current board members include Sheila Curry as Chair (Organized Shows & Events), Dr. Amy Burk as Vice-Chair (Equine Academic Community), Adrian Ford III (Licensed Stables), Connie Sawyer (Trade & Support Industries), Jennifer Sulin (Trails & Recreational Riding), Jenile Tapscott (Thoroughbred Sector), Lisa Watts (Standardbred Sector), Erin Ochoa (Humane Societies). Cassie Shirk, assistant secretary for marketing, animal industries and consumer services at the Maryland Department of Agriculture, represents the department on the board.
