Passed by the House and now before the Senate, these measures directly address the burden of R&D capitalization by providing for the immediate, permanent, and retroactive expensing of domestic R&D costs. This reversal of the 2017 mandate that companies amortize these costs would take effect in the tax years after December 31, 2024.
